Russian steelyard made of brass. Unusual kind of a steelyard becuase the iron load hook and the handle are fixed on the saddle which slide along the beam. The same system you can find by kitchen scales and some other ! The beam is dated 1880 and you can find the verification marks Eagle ( Russian ) and a mark which I can not read. Also I found a name on the scale, R KUSS
