Coin wipe for silver and Gold ? coins. Must be for the Arabian area as there are Arabian letters on the wheel.
There is a name or Text on the Beam " DIKRAN" + one more word which I can not read.
The scale is preweighted by a wheel weight. If you turn the wheel it move back or forward and lower or rise the
weight for the coin which you proof. The wheel show a lot of graduations
